Cannabis Home Cultivation Is Legal in Connecticut This Weekend. Officials Want People to Do It ‘Responsibly.’

June 27, 2023 by Kyle Jaeger

Connecticut officials encourage adults to follow “safe and healthy gardening techniques” when they decide to grow their marijuana plants, which will become legal this Saturday.

The Department of Consumer Protection of the state published an announcement on Tuesday reminding people of the upcoming change in policy. This delayed implementation was part of the larger cannabis legalization bill signed by Gov. Ned Lamont, a Democrat, signed the law into effect in 2021.

Separately, Governor also signed new marijuana legislation omnibus legislation Monday that seeks build on the state’s legal Cannabis program.

As of July 1, adults aged 21 or older can cultivate six cannabis plants for their own personal use (only three plants may be mature). The total number of plants per household is limited to 12.

In October 2021, the law allows medical cannabis patients to grow their own plants. Now that right has been extended to adult consumers aged over 21.

In a press statement, DCP Commissioner Bryan Cafferelli stated that adults who grow their own cannabis products should follow safe and healthy gardening techniques. Plants should be kept indoors and out of the reach of children and pets.

The notice also reminds adults who use cannabis to “do so responsibly.” This includes storing the products in their original packaging that is child-proof, out of reach of pets and children.

Connecticut’s first adult use retailers opened their doors six months ago. This home-grow option will be legalized soon. The market has grown rapidly, . In May, recreational cannabis sales reached a new high.

Lamont signed separately a marijuana omnibus law this week. It contains a number of changes, including the establishment of an off-site event permit for marijuana retailers.

The state lottery for licensing marijuana businesses will also be revised.

The Governor signed budget legislation this month , which includes provisions that provide state-level relief for licensed marijuana businesses who are currently not allowed to make federal deductions due to an Internal Revenue Service code (IRS) known as 280E.

Connecticut’s House of Representatives passed a bill in the last month that builds on the state’s legalization of marijuana and expungements, by requiring courts reduce sentences or dismiss charges for an expanded range of cannabis related convictions, and, therefore, release people currently incarcerated.

Last month, the House passed a bill that would decriminalize possessing psilocybin mushroom.

However, neither of these bills was taken up by Senate before the end of legislative session.

Lamont also announced in January the state had cleared almost 43,000 records of marijuana-related convictions. In 2021, the legalization bill that Lamont signed became law. It empowered the state government to facilitate mass cannabis remission .

Connecticut prosecutors announced that in April they had dismissed over 1,500 pending marijuana case and modified about 600 others following a review, as part of Connecticut’s criminal erasure post-legalization program.

In January , the state launched a website that gives residents information on the status of their cannabis records. It also provides guidance to those who have older convictions for cannabis that were not automatically erased by the courts.
