Nestor Osuna said that Colombia’s Minister of Justice, Nestor, hoped to “move towards a world with no illegal drug economies and responsible, reasonable regulation for cocaine, heroine, opioids, marijuana” but acknowledged these steps would be difficult according to international law.

Osuna said the same thing at last year during a public hearing by a Senate committee . He described Colombia as a victim of a “failed war” that was planned 50 years ago.

The International Coalition on Drug Policy Reform and Environmental Justice recently published a report that included many of the points raised by Colombian officials regarding the cyclical effects of the drug conflict. The 63-page report states that global prohibition of drugs has led to environmental destruction within some of the most important ecosystems in the world, thereby undermining climate change efforts and harming vulnerable populations.

The authors of the report referred to drug policy as “the missing link” of climate justice. They noted that prohibition had pushed drug production into “key ecological frontiers” such as the Amazon rainforest or the jungles in Southeast Asia.

The report noted that 200,000 Colombian families earn a living by growing coca. Even when farmers are being persecuted, they often return to their illegal drug crop business because of the benefits it offers.

While small, low-level farmers are subject to eradication, arrest, and imprisonment, those at the top of their trade enjoy immunity from prosecution, and have influence over elite policymaking.

The reports are a reflection of a global shift in attitudes towards controlled substances. This is happening even as the war on drugs continues. In a report released by a United Nations agency last month , the agency highlighted human rights concerns that have been raised as a result of the war on drugs . It urged member states to move away from punitive policies and towards promoting public health. It said that treating drugs as a crime is only causing more harm.

In June, UN experts and leaders reiterated these points as part of World Drug Day.

The UN Chief Executives Board (which represents 31 UN agencies, including the UN Office on Drugs and Crime, UNODC), has adopted a 2019 position that states must pursue health-oriented, science-based drug policies, “including decriminalizing drug possession for personal consumption.”

A recent report from the organization Harm Reduction International revealed that wealthy nations gave almost $1 billion to advance the global drug battle.
