According to two advocacy groups, in a meeting this week with President Joe Biden, the president from Indonesia asked the administration to lift an FDA alert that restricts the importation of kratom into the U.S.
Indonesia is a major international exporter of kratom. This plant, native to Southeast Asia, can be used for pain relief and managing withdrawal symptoms from opioids, among other things. Although the plant is not currently scheduled under U.S. laws, FDA issued an alert in July which severely limited imports of kratom from Canada, Indonesia Malaysia and Philippines.
Biden and Indonesian President Joko Widosdo held a bilateral discussion at the White House Monday. According to the American Kratom Association and the Kratom Coalition (AKA), Widodo took advantage of the meeting to ask for administrative action in order to remove FDA restrictions. He also highlighted the negative economic and environmental effects that the current policy on kratom imports has had on Indonesia.
The White House forwarded Marijuana Moment’s request for comment on the Leaders’ conversation to the National Security Council. The spokesperson for the NSC stated that they “have nothing to add about the Leaders’ discussion beyond the Joint Statement and Fact Sheet released Monday”, which do not specifically mention kratom.

The meeting came about two months after Widodo’s chief of staff Moeldoko sent a Letter to a FDA official in the import operations division. The letter stated that the restrictions had “significantly negatively impacted” the Indonesian kratom growers. It also promised an “unwavering commitment” to work with FDA to ensure the safety and the quality of kratom imported into the U.S.
The governor of West Kalimantan, Indonesia’s province, wrote a letter to Biden one week before President Obama’s White House visit. He argued that FDA’s alert on kratom imports had “harmed more than 250,000 farmers and their families” who did not have any other options for a living.
According to AKA’s release, the letter stated that “this Import Alert poses an additional catastrophic climate impact risk because it will result in the destruction of over 21 million kratom tree in the highly sensitive Borneo forest.”
Indonesian farmers claim that the best alternative to kratom is to convert land into palm oil, which would require extensive deforestation of the Borneo rainforest.
Matt Salmon, former Rep. Matt Salmon is the board chair of AKA. He said in a Tuesday press release that “the FDA has abused its import warning authority to create a ban de facto on kratom within the United States. This is because the Agency can’t justify the domestic scheduling of kratom which requires evidence and data.”
He said that if the unjustified alert on imports is allowed to remain in place, it would have devastating economic and climate effects.
The alert does not ban the importation of kratom to the U.S. but it imposes a new restriction allowing the detention and inspection of such products. This can delay or prevent their arrival.
Salmon stated that the FDA’s kratom alert “directly contradicts Biden Administration goals to build strong trading relations with Indonesia in order to counter the aggressive efforts of China to undermine U.S. interests in the South Pacific Region and to promote strong policies on climate change.” The FDA’s kratom alert is a step backward for every step the Biden Administration has made in the region.
The former congressman said, “It’s an unaccountable foreign policy mistake for the FDA that it undermines U.S. Foreign Policy priorities on climate-change initiatives by imposing a import alert on kratom imported from Indonesia. This plant supports the livelihood of over 250,000 poor farmers in the Borneo forest area. “Even worse, the FDA has not considered any other impact than to expand its self-anointed campaign against a botanical product it doesn’t like.”
The Kratom Coalition, a newly formed advocacy group that also pushed for the end of the FDA restrictions. It pointed out that 97 per cent of the kratom imported into the U.S. is from Indonesia.
Matthew Lowe said that the FDA’s warning would have a devastating impact on Indonesian farmers, who depend on kratom for their livelihood. It will also affect American consumers who use kratom for anxiety relief, pain management, and to treat withdrawal symptoms from opioids.
He said: “In light these considerations, and the potential effects on growers and their environments, we hope that the administration takes President Widodo’s appeal seriously and reverses the decision.” “A more prudent and productive approach would be the creation of federal guidelines that regulate the industry.”
In its July alert, FDA stated that it has seen an “increase in shipments of bulk dietary ingredients and dietary supplements that are or contain kratom” and that “there appears to be no history of use, or other evidence of its safety, establishing that there will be reasonable expectations that kratom is safe as a food ingredient.”
The FDA tried to ban kratom domestically by proposing that it be scheduled under the Controlled Substances Act. However, this effort failed. The FDA solicited input from the public in 2021 as it prepared to submit the U.S. viewpoint on a possible international kratom banning. This never happened.
The former White House Drug Czar of the Trump Administration revealed earlier this year that several federal officials were responsible for intervening in order to prevent FDA from taking action on its “bias”, and banning kratom in the U.S.
The FDA has been accused of misrepresenting the facts about kratom in order to exaggerate its health risks. For example, it failed to differentiate between health hazards caused by kratom and those caused adulterants that are found in unregulated products.
federal lawmakers have recently introduced legislation to regulate kratom across the nation . This is a continuation of a similar effort made in late last session. The Kratom Consumer Protection Act is expected to receive bipartisan support from both chambers.
Rep. Mark Pocan, D-WI, the sponsor of the House bill, is a particularly powerful voice in advocating for the research on kratom, highlighting its therapeutic potential.
He stated that the National Institute on Drug Abuse funded research on the plant and that it had “helped a lot of people get off opioids.”
Last year, the National Institutes on Health hosted a conference to explore the therapeutic possibilities of this “controversial” tree. An expert gave an overview of kratom science and the role it can play in reducing the overdose crisis.
The United Nations World Health Organization decided in 2021 to not recommend that kratom should be banned globally. This was a major victory for activists.
The decision was made based on an analysis of the scientific evidence of the potential for abuse, dependence and therapeutic uses of kratom. However, the advocates emphasized that more than 80,000 people had submitted comments to the panel , sharing with them their experiences and perspectives .
In adopting new drug policy positions in July, the American Medical Association stated that “people who use kratom for personal purposes should not be penalized.” However, they added that authorities should evaluate the substance “for its suitability for sale, and possible oversight via the Controlled Substances Act before it can be sold, purchased, prescribed, or marketed.”
The federal Agency for Healthcare Research and Quality, AHRQ, asked the public in 2020 to identify research that specifically examines the risks and benefits associated with cannabinoids and Kratom.
As part of a public solicitation, the Centers for Disease Control and Prevention received over 1,000 comments about kratom in 2020.
