Maine Lawmakers hold hearing on Psilocybin bill as committee members disclose personal psychedelics use

Maine House Committee is currently considering a bill that would legalize the use of psilocybin by adults in licensed facilities, while also ending criminalization for personal possession and use.

The psychedelics bill was discussed by members of the Veterans and Legal Affairs Committee of the Legislature on Wednesday. Two of them admitted to having used psilocybin personally in the past. It is sponsored by Senator Donna Bailey (D), a Democrat who had filed a version of this proposal in 2022, which passed in the Senate, but failed in the House.

Adults aged 21 or older would be able to visit psilocybin services centers, where they could receive the drug under the supervision of a facilitator.

The Department of Health and Human Services of the state would be responsible for overseeing psilocybin. By January 15, 2025, regulators would have to begin approving psychedelic services centers.

Adults would be allowed to cultivate and possess up to four ounces psilocybin to use for personal purposes under the legislation.

Rep. David Boyer said that the psilocybin has helped him personally. It’s helped me to get in touch with my feelings and myself, and I believe it would benefit many people.

Laura Supica, a Democratic Representative from California, said that she has used psilocybin and that recent research shows “strong merit” for its possible therapeutic application. She said, “I’d be interested in exploring it as a way to create a new therapeutic system.”

The panel received written testimonies by a number witnesses. Some of these witnesses appeared in person during a previous hearing last year.

Michael Kebede of ACLU Maine, for instance, stated that psilocybin is especially promising in a state where “the lack of treatment for drug use disorders killed over 700 people last year.”

This bill will save many lives. He said that it would be a good idea for Maine to take a cautious approach when legalizing psilocybin. “We urge you vote should pass.”

BJ McCollister, of the New Approach PAC, said that the bill would “provide real mental health relief in the entire state, through a regulated and supervised therapeutic format.”

Maine Center for Disease Control and Prevention submitted a testimony expressing concerns about “the lack guidance regarding who can and should be using psilocybin as a therapeutic drug, and what conditions can it be used to treat.”

The Maine Chiefs of Police Association spoke out against the reform. They said it would “create an entirely new regulatory system that would be forced on towns without their consent.” Maine still has unresolved questions regarding the medical and adult use of cannabis, and adding another substance would make things more complicated.

Last week, the Health and Human Services Committee of the Maine Legislature held a public meeting to discuss , a bill that would decriminalize the possession of illegal drugs and increase treatment resources. Supporters gave emotional testimony.

In the same month, a Senate committee rejected a bill that would have removed marijuana from state criminal code. This included a repeal of mandatory sentences for certain actions involving illegal amounts of cannabis. The bill would also have required the automatic expungement of previous marijuana convictions.

Maine’s legal marijuana market has experienced record sales in the last few months. The governor also signed a bill into law last year that provides tax relief to the state marijuana industry.
