Hawaii’s Senate Ways and Means, Commerce and Consumer Protection Committees have amended and approved the marijuana legalization legislation. The bill will be voted on this week.

Sen. John Fetterman, a Democrat from Pennsylvania, said that it was a mistake to exclude military personnel from the pardons for marijuana issued by President Joe Biden.

The Eastern Band of Cherokee Indians has announced plans to open a marijuana dispensary in North Carolina on April 20th, marking the first time that marijuana will be sold legally within North Carolina’s borders.

The Michigan Department of Treasury distributes more than $290,000,000 in marijuana tax revenues to localities, schools and transportation funds. 269 municipalities will receive $87 million, while education and transportation will each receive $101.6 million.

Vermont Senate Health and Welfare Committee may remove psilocybin’s legalization provision from a bill which would also create a working group for the study of regulations governing psychedelic therapies.

The authors of the study suggested that cannabis use may be used to relieve stress and sleep problems, which are linked to cognitive impairment and dementia.

Oregon’s legislature has sent Gov. Tina Kotek (D)’s desk.

The Arizona Senate Health and Human Services Committee has approved a bill that will return the original licenses for marijuana social equity to their owners. This includes private investors and large corporations who, according to advocates, used predatory tactics in order to acquire them.

The Idaho House Judiciary, Rules and Administration Committee has voted to hold the bill which proposed a mandatory minimum $420 fine for possession of less than 3 ounces marijuana. This vote is likely to kill the legislation for this year.

A New Jersey Senator filed a bill allowing police to request blood samples from drivers suspected of driving under the influence of drugs or marijuana, as well as setting a limit per se for THC.

Federal

Former U.S. A former U.S. Justice Department Tax Division Attorney authored an opinion piece arguing that adult-use cannabis firms have a better shot at getting refunds of taxes paid because of the 280E penality than medical cannabis companies.

Sen. Maria Cantwell, (D-WA), tweeted: “Last Year there were over 50 robbery efforts at marijuana dispensaries throughout Washington State.” This bill will remove the burden from our state’s marijuana dispensaries, by updating federal banking law so that they do not have to conduct all of their business in cash.

New Mexico Gov. Michelle Lujan Grisham, a Democrat, signed a bill to tighten cannabis regulations.

Illinois Gov. J.B. Pritzker, a Democrat, is touting a $30 million new round of grants funded by cannabis revenue. Separately regulators will accept applications for the second round of Cannabis Social Equity Loan program.

The Washington State Senate has passed a bill that mandates public education about cannabis products with high THC levels.

Wyoming lawmakers have introduced legislation that would ban products containing delta-8 THC.

California regulators have announced the recall of marijuana due to aspergillus.

Massachusetts regulators have published a notice about licensed marijuana companies participating in a Cannabis Cup competition.

New York regulators have published a summary of the protections doctors enjoy when discussing cannabis with their patients.

Washington, D.C. regulators have opened a period of application for social equity medical marijuana business licenses.

Minnesota regulators have posted a competency-based model for cannabis laboratory technicians.

Nevada regulators have conducted a survey to determine the impact proposed cannabis regulations will have on small businesses.

Maryland regulators have fined a marijuana company that sold products that were allegedly in a dumpster since two days.

New York City Mayor said that people who do not like the smell of marijuana being smoked publicly should contact their legislators in order to change the laws.

A Jackson, Mississippi City Council Member was arrested on suspicion of driving under the influence.

Hesse, Germany’s Justice Minister, is trying to delay or amend the government’s marijuana legalization law.

The Philippine Senate said that any medical cannabis legislation must include “safeguards.”

Ireland’s Police Commissioner expressed concern about the mental health effects of high-potency marijuana.

The Canadian Court of Appeal is asked to maintain an injunction on the British Columbia policy that criminalizes public drug use.

The mayor of Rotterdam in the Netherlands has called on officials to change their “negligent attitude” toward drug abuse.

SCIENCE AND HEALTH

The study concluded that “acute treatment of migraine with 6% THC+11% CB was superior to the placebo at 2 hours after treatment, with continued benefits at 24 and48 hours.”

According to a study, “the use hair-derived-cannabinoid quantification for detecting cannabis usage in near-daily consumers is supported. However, the lack of association between hair-derived-cannabinoid-concentrations and self-reported measures of use do not support the use hair analyses alone for quantifying cannabinoid-exposure.”
