North Carolina Lawmakers file bill to create $5 million Psychedelic research grant fund

A Republican North Carolina legislator and a group of bipartisan cosponsors filed a bill that would create a grant program of $5 million to support researchers in the field of MDMA and psilocybin. The board overseeing the project is called the Breakthrough Therapies Research Advisory Board.

The bill from Rep. Edward Goodwin would not legalize psychedelics but it could provide funding to two research projects that are eligible for “breakthrough therapies” through the Department of Health and Human Services of the state.

Psilocybin and MDMA have been cited as two examples of these therapies that received the special designation by the federal Food and Drug Administration.

In August 2024 the Department will be required to accept grants from academic and research institutions in the state that can demonstrate they are capable of conducting the studies. This includes clinical trials for adults over 21.

The bill states that “the grant recipient must attest to the fact that the funds will be used in this State to conduct research on the use one of two psychedelics – MDMA or psilocybin – and that all FDA protocols and federal laws will apply.”

Researchers would need to examine the potential of MDMA in treating post-traumatic disorder (PTSD) among military veterans, first responders and frontline health care professionals, as well as people who have been victims of domestic violence or sexual abuse.

Psilocybin studies would have to focus on the effects of the psychedelic drug, such as anxiety or depression. They should also measure the pain levels in patients after treatment.

Rep. Wayne Sasser, a Republican who is also a pharmacist co-sponsoring this bill, said recently that he was “in the business of treatment” and that unlike the pills that he prescribes which “you have to take the rest your life”, psychedelics could be “a cure.” for certain medical conditions.

He said, “We must follow up on this bill.”

The grants will fund three years’ worth of research. Recipients would be required to submit a final report, including findings and recommendations, to the Breakthrough Therapies Research Advisory Board as well as to the health department before January 15, 2028.

The board will be responsible for selecting two grant recipients, and informing a joint legislative panel about their selection. Each recipient would receive $2,5 million.

The board will consist of four members appointed directly by the Governor, three by the House Speaker, three by the Senate Leader, one by the Commission for Mental Health, Developmental Disabilities and Substance Abuse Services, the deputy secretary of Health or his designee, and the director of Division of Mental Health, Developmental Disabilities and Substance Abuse Services.

The appointees must have a background in psychedelics research, cultivation mental health or law enforcement, or they can be “disproportionately affected by trauma”, such as military veterans or first responders.

This is just one of many psychedelics-related bills being introduced in state legislatures around the country during this legislative session.

After final approval by the Senate, Washington State’s bill to promote psilocybin research and create a program to allow therapeutic access to psychedelics for mental health treatment will be heading to the Governor’s desk.

Last week, a Nevada Senate Committee approved a revised version of a bill that would establish a new group to study psychedelics as well as develop a plan for regulated access to therapeutic purposes.

Last week, the Hawaii Senate passed a bill to establish an advisory council that would examine possible regulations to allow access to federal “breakthrough therapy” such as psilocybin or MDMA.

Minnesota lawmakers have attached , a bill that creates a task force to prepare the state for a possible legalization of psychedelics to a large-scale health legislation that may reach the House floor in the near future.

A Republican Massachusetts legislator filed three new reform bills for psychedelics, including proposals to legalize substances such as psilocybin or reschedule MDMA while waiting for federal approval and setting a price limit on therapeutic access.

Based on statistical modelling of policy trends, an analysis published last year in the American Medical Association journal concluded that most states will legalize psychedelics before 2037.

A national survey published last month revealed that a majority of U.S. citizens support the legalization of psychedelic therapy, and are in favor decriminalizing substances such as psilocybin or MDMA.

In North Carolina, last month, the Senate approved a bill to legalize medical marijuana. The House will now consider the bill.
