Top Things to Know

Senate Majority leader Chuck Schumer (DNY) stated in a speech on the floor that “SAFE banking and cannabis reform” will be among senators’ top priorities in 2024 as they “hit the ground” running. He also said it “won’t be easy”, and would require bipartisan support.

California Attorney General Rob Bonta, a Democrat, issued an opinion concluding the state could be at “significant risk” if it moves forward with interstate marijuana commerce under federal prohibition.


  • “The federal government has not yet decided whether officials of state governments can be prosecuted if they implement state laws in this area.”

Both the Pennsylvania House Transportation Committee and Senate Transportation Committee approved bills that would protect medical marijuana patients from DUI charges, unless there is proof of intoxication while driving.

The Colorado Legislative Council Staff, and the Office of Legislative Legal Services conducted an hearing to discuss possible language changes for a proposed ballot initiative in 2024 that would allow marijuana users to obtain concealed carry permits.

A New Hampshire Republican Representative filed a bill that would legalize psychedelics such as psilocybin and LSD for the therapeutic use of people with anxiety disorders, depression, PTSD and substance abuse disorder.

According to a new study, CBD-infused tampons can be a “promising alternative for managing menstrual discomfort.”


  • “The CBD infused tampon showed statistically significant pain relief during the first three months of the study.”

A Missouri company, whose license has been revoked by the Division of Cannabis Regulating and its products have been recalled, is threatening to sue. This could change the marijuana laws in the state.

Federal

In a summary, the House Armed Services Committee referred to the National Defense Authorization Act’s psychedelic-research provisions.

/ STATES

A Minnesota representative tweeted: “39% MN retailers carry illegal high dose products and more than 70% had deficiencies of some kind or another …’. This was predicted & overlooked – putting MN at risks.”

New York regulators face another lawsuit that challenges their plans to expand recreational marijuana. Separately they have postponed their scheduled meeting for Wednesday.

Missouri regulators have revised their rules regarding CBD oil.

Florida regulators have revised their rules for background checks on the medical cannabis industry, compliance testing, and remediation.

Puerto Rico’s regulators have extended the temporary suspension on medical cannabis dispensary applications until June 30.

The new Oklahoma Medical Cannabis Industry Employee Credentialing Rules take effect January 1.

A California judge has ruled that voters in Humboldt County will be able to vote on a measure overhauling cannabis regulations this March.

Bern officials are evaluating a pilot program to sell legal cocaine.

SCIENCE AND HEALTH

One study found that “cannabis or cannabinoids could be effective at reducing neuropathic symptoms among people with [spinal injury] and limit the use of certain pain medication.”

The review found that psychedelics “demonstrated encouraging effectiveness in reducing anxiety, increasing self perception, and increasing social functions in patients with social anxiety disorder or generalized anxiety disorder while establishing feasibility, evidence of safety”, and also noted that “for many of these patients, the therapeutic effect of the psychedelic treatments lasted for weeks and no serious adverse events were reported.”

BUSINESS

MedMen Enterprises Inc has entered into agreements with Arizona and Nevada to exit those markets.
