California Governor Proposes Using $100 million In Marijuana Revenue To Close State Budget Deficit As He Commits To ‘Strengthen Industry’

The governor of California has pledged to continue to work to “strengthen the market” for marijuana in the state. He’s also proposed to close a budgetary deficit within the government by borrowing $100m from the cannabis tax fund that’s designated to law enforcement and public safety initiatives.

Gov. Gavin Newsom, a Democrat, presented his budget on Wednesday. He outlined a number of steps that he plans to take in order to reduce the $37.9-billion deficit. This includes borrowing $100 million from the Board of State and Community Corrections (BSCC) Cannabis Tax Fund Subaccount in order to support the General Fund.

The summary of the executive program notes that marijuana tax dollars would be reimbursed in a future financial year from resources not currently planned to be used “for operational or programming purposes.”

The budget announcement was also used by the governor’s office to highlight ongoing efforts to improve cannabis production in the state.

This includes “reforming and simplifying the tax structure, fee reductions to support entry into a legal market, investing in grant programs to foster equity, providing resource to cities and counties to increase pathways for local licensing, regulation, and cannabis retailers and assisting local government to move from provisional licenses to annual licenses.”

The summary states that “moving forward, the state continues to focus on reforms which support and strengthen enforcement of the illegal market and reinforce compliance and accountability within the legal marketplace.”

After covering administrative and regulatory expenses, the Budget estimates $568.9 millions in marijuana revenue for 2024-2025. This money will go towards funding education, prevention, and youth substance abuse disorders ($341.3million), environmental remediation, and enforcement related illicit marijuana grows ($113.8million), and public safety initiatives (113.8million).

California’s legislature is exploring ways to expand the cannabis market in California, as well as other drug policy reforms that deal with issues like psychedelics.

Assemblymember Matt Haney, a Democrat, is renewing the push for legalizing cannabis cafes throughout the state. He has a new bill introduced and plans to work closely with the Governor and regulators in order to address the concerns that led to the previous version being vetoed.

A California Assembly Committee unanimously approved on Tuesday a revised bill that created a state working group to explore a regulatory framework for providing therapeutic access to psychedelics such as psilocybin or ibogaine.

Assemblymember Marie Waldron, R., and Sen. Scott Wiener, D. will be working on a separate psychedelics therapy access bill. They plan to introduce this bill in the next few weeks after Newsom’s veto of a more comprehensive legalization measure.

The governor has vetoed the previous cannabis cafe bill as well as the prior psychedelics legislation. However, he has enacted a number marijuana measures in the past year, some of which went into effect at the start of this month.

California employers, for example, are no longer allowed to ask job applicants about their cannabis use . Most are also prohibited from penalizing workers who use marijuana lawfully outside the workplace.
