Kentucky Governor signss executive order creating new medical marijuana workgroup while launching website on legalization implementation

The Governor of Kentucky announced the launch a new website that allows people to follow the implementation of Kentucky’s medical marijuana programs. He also created a group of experts who will be studying cannabis policy in Kentucky and around the country.

Gov. Andy Beshear, who passed a medical marijuana bill in March held a Thursday press conference to provide an update on several programs and initiatives.

The Governor said that those who are interested in following the implementation of the new law, and waiting for the official launch in 2025 can visit kymedcan.ky.gov in order to keep up with the process.

Kentucky Medical Cannabis Program October 5, 2020

Beshear added that the site contains information relevant to “prospective providers, growers and physicians [nurse practitioners] as well as others who are interested in the program.” His administration also has created social media pages which will provide updates via X (formerly Twitter and LinkedIn).

The governor also announced that a 12-member group called “Team Kentucky Medical Cannabis Workgroup” would be formed to “study evolving medical cannabis industry policies and the current state of medical marijuana policy in our Commonwealth as well as around the nation.” On Thursday, he signed an Executive Order establishing the body.

He said that the group would include people from state and local governments, as well as individuals with relevant experience in agriculture, health care and workforce development, and law enforcement. They will make recommendations to the program, other state agencies who interact with this law and Kentuckians in order to ensure that they have safe medical cannabis access.

In an earlier executive directive that he issued late last year, he stated that Kentuckians who have medical conditions that qualify for medical marijuana can continue to get relief by traveling out of the state and carefully reading all conditions.

This order allows patients meeting certain criteria, such as cancer or epilepsy diagnoses, to possess medical cannabis obtained legally from dispensaries located in other states. He also approved an executive order that regulates the sale of delta-8-THC products.

He said: “All Kentuckians who have qualifying medical conditions deserve to live in a future that is brighter and pain-free, where they will not need opioids for relief.” “We know the damage they did to our state – what greedy companies have done in creating an epidemic that is still causing us to lose far too many lives.”

A Kentucky Opioid Abatement Advisory Commission met recently for the second public hearing on a plan to funnel $42 million of state funds into ibogaine Research in the next six-year period to investigate whether and how ibogaine assisted therapy can help treat opioid addiction disorder.

Beshear stated on Thursday that “today, we are taking another step to honor those veterans who have PTSD and for whom this is the best alternative, and also those who suffer from cancer, but wish to do so in a dignified manner.” “Today we are just trying to help people and I am really proud that the General Assembly has passed this and now [medical marijuana legalization] is ready and implemented.”

The Governor released a report last year of a Medical Marijuana Advisory Committee that he had formed. He said in September he would take their findings into consideration as he continued to consider executive action for reform.

The Governor also preview plans to advance the issue medical marijuana administratively in the past year. He criticized the Senate for failing to listen to the voters’ will and refusing to give an hearing to a House passed bill this year.

Beshear said that he also supports a broader legalization of marijuana in 2020. He stated that “it’s time we join so many other States in doing the right things.” He added that Kentucky Farmers would be well positioned to Grow and Sell Cannabis to Other States.
