North Carolina lawmakers approve bill to create $5 million Psychedelic research grant fund in committee

A North Carolina House Committee has approved a bill that will create a grant program of $5 million to support research on the therapeutic potentials of psilocybin, MDMA and other drugs. The board overseeing the project is called Breakthrough Therapies Research Advisory Board.

In a vote held on Tuesday, the House Health Committee approved the legislation submitted by Rep. Edward Goodwin, (R), and other bipartisan legislators in December.

The measure would not legalize psychedelics but would provide funding through the Department of Health and Human Services of the state for research projects that are eligible and focused on “breakthrough treatments.”

Psilocybin and MDMA have been cited as two examples of these therapies that received the special designation by the federal Food and Drug Administration.

This bill does not decriminalize. Goodwin told the hearing on Tuesday that it was not intended for recreational use. It is a simple research study that will provide us with the information we need to properly implement these drugs when they are available.

In August 2024 the Department will be required to accept grants from academic and research institutions in the state that can demonstrate they are capable of conducting the studies. This includes clinical trials for adults over 21.

The bill states that “the grant recipient must attest to the fact that the funds will be used in this State to conduct research on the use MDMA or psilocybin and that all FDA protocols will be followed and federal law will apply.”

Researchers would need to examine the potential of MDMA in treating post-traumatic disorder (PTSD) among military veterans, first responders and frontline health care professionals, as well as people who have been victims of domestic violence or sexual abuse.

Psilocybin studies would have to focus on the effects of the psychedelic drug, such as anxiety or depression. They should also measure the pain levels in patients after treatment.

The grants will fund three years’ worth of research. Recipients would be required to submit a final report, including findings and recommendations, to the Breakthrough Therapies Research Advisory Board as well as to the health department before January 15, 2028.

The board will be responsible for selecting two grant recipients, and informing a joint legislative panel about their selection. Each recipient would receive $2,5 million.

The board will consist of four members appointed directly by the Governor, three by the House Speaker, three by the Senate Leader, one by the Commission for Mental Health, Developmental Disabilities and Substance Abuse Services, the deputy secretary of Health or his designee, and the director of Division of Mental Health, Developmental Disabilities and Substance Abuse Services.

The appointees must have a background in psychedelics research, cultivation or mental health. They may also be law enforcement officers or military veterans or first responders who are “disproportionately affected by trauma”.

This bill is just one of many psychedelics-related bills being considered by legislatures in the United States this year.

The governor of Arizona, for instance, signed into law a budget bill that included provisions to fund research on the potential medical benefits of psilocybin mushroom.

Last week, the Connecticut House of Representatives passed a law to decriminalize the possession of psilocybin mushroom. The bill was then sent to Senate.

Last week, the governor of Washington State approved a bill to encourage research on psilocybin. The pilot program will provide access to psychedelics for mental health treatments.

Vermont legislators held a hearing in a Vermont committee this month. Members discussed legislation that would legalize psilocybin, and took first steps towards providing regulated access.

A California bill to legalize possession of certain psychoactive substances and facilitate their use is headed to the Senate Floor under an accelerated process , which allows it to bypass further committee consideration.

The Minnesota House passed an omnibus bill on health that includes provisions for the creation of a psychedelics Task Force to prepare Minnesota for possible legalization.
