Oregon approves the Nation’s First Psilocybin Grower Licence To Supply Psychedelic Services Centers

March 22, 2023 by Kyle Jaeger

Oregon regulators approved the nation’s first ever psilocybin production licence under a new state-based regulatory framework that allows broad access to the psychedelic. This framework was approved by voters in 2020.

The Oregon Health Authority (OHA), announced Wednesday that it had granted a psilocybin license to Satori Farms PDX LLC, a woman-owned business.

The manufacturing facility will produce magic mushrooms that can be used in future businesses to provide a safe environment for people to receive the psychedelic.

The historic voter-approved initiative gave the authority to the regulators to issue licenses for the manufacture, testing and administration of psilocybin. This was expected to happen by January 2, 2023. According to the Oregon Psilocybin Services, they will issue more licenses in these categories “in coming months.”

“We congratulate Tori Armbrust, Satori Farms PDX LLC, for being issued the first psilocybin licence in Oregon’s History and for representing women leading in the development of psilocybin,” OPS Section Manager Angie Allbee stated in a release.

Allbee stated that they are committed to building a partnership with the regulated community in order to provide safe, effective, and equitable psilocybin service throughout the state.

Although there are some research institutions licensed by the federal Drug Enforcement Administration to grow psilocybin mushroom for study purposes, the Oregon license is a historical first. It was issued at the state level and allows for wide administration to anyone who feels they might benefit from the psychedelic.

OHA has approved 48 psilocybin workers permits. As of Wednesday, 224 worker license and permit applications had been submitted by the state.

The implementation of the Oregon psilocybin program has not been without its challenges.

It’s important to consider local access. For example, more than 100 cities in the state have placed two-year moratoriums or banned from allowing service centers to be established within their jurisdictions.

The Synthesis Institute, a Dutch-based organization that invested heavily to create a program for facilitators to administer Psilocybin at future centers, recently disclosed that they ran out of funds.

The rulemaking process can be contentious at times. Some advocates raised concerns about the perception regulators were favoring for-profit corporations over indigenous groups to manage the program’s psilocybin service.

The Oregon Psilocybin Advisory Board promotes research into the therapeutic benefits of the psychedelic. In 2021 , members published an initial report that examined the science. The board also approved a research group that year to create a more complete overview of the history, science, and culture of Psilocybin.

Two years after Oregon legalized psilocybin, Colorado voters passed a ballot initiative that legalized a wide variety of psychedelics and allowed regulated access.

Last week, the Colorado Senate approved the initial approval of the 15-member Natural Medicine Advisory Board which will help regulators implement that law.

These developments are occurring amid an influx of legislative efforts to reform state laws that govern psychedelic drugs.

A bill was approved by the California Senate on Tuesday to legalize certain psychedelics and facilitate their use.

Last week, a Minnesota House committee approved a bill to create a task force to examine and advise on possible legalization of psychedelics such as ibogaine, MDMA, and psilocybin.

Texas legislators have recently filed a number of new bills that aim to promote and expand psychedelics research within the state.

The Oklahoma House of Representatives passed a bill to encourage research into the therapeutic potential of Psilocybin and provide legal protections against prosecution of people with qualifying conditions who have the psychedelic.

Also, a Rhode Island House Committee held a hearing about a bill that would eliminate penalties for possession and use of psilocybin. It would also allow home cultivation of psychedelic mushroom for personal use.

Washington State Senate passed a bill to establish a taskforce to support research into psilocybin, and to develop legal access to the psychedelic.

The three psychedelics research bill passed the Hawaii Senate and House earlier in the month.

Missouri lawmakers approved a GOP-led bill this month that would allow for research into the therapeutic value of certain psychedelics like ketamine, MDMA, and psilocybin.

These are just a few of the reforms being considered by legislators in this session.

Based on statistical modeling of policy trends, an analysis published last year in the American Medical Association journal concluded that most states will legalize psychotropic drugs by 2037.

This month’s national poll found that the majority of U.S. citizens support legal access to psychedelics treatment and back federally criminalizing substances such as MDMA and psilocybin.
