The Colombian Senate First Committee has approved a bill legalizing marijuana that had already passed the Chamber of Representatives. It will now be sent to the Senate Floor, where it was previously passed last summer, for a final vote.

Reps. Dina Titus, (D-NV), and Joe Neguse, (D-CO), filed a bill to authorize $150 million for marijuana research in universities. The bill would also allow them to purchase cannabis from state regulatory agencies to conduct studies.

The New York Senate has passed a bill that allows marijuana companies to deduct their business expenses from the local New York City tax. This is an expansion of a partial workaround 280E already in place for state taxes.

The Rhode Island House Judiciary Committee has approved a bill that would legalize the possession and cultivation of Psilocybin Mushrooms.

The Coalition for Cannabis Scheduling Reform, a group of major marijuana organizations and companies, is pushing for incremental rescheduling to be promoted even if it takes longer for full legalization. However, other advocates are concerned about unintended effects of incremental reform.

Federal

Sen. Lisa Murkowski, R-AK, tweeted: “All Alaskan law-abiding business owners should be able to use safe financial services.” It’s for this reason that I support the SAFE Banking Act which will ensure that legal cannabis business have access to banking.

Indiana Democratic Senate Candidate Marc Carmichael is in favor of reclassifying marijuana.

One new co-sponsor has been added to the House bill that eases restrictions on hemp farmers.

STATES

Cinde Warmington, the Democratic candidate for governor of New Hampshire, discussed her support of legalizing marijuana.

South Dakota’s Attorney General said that marijuana legalization in Minnesota, a neighboring state, will create “additional problems” for law enforcement.

Oregon’s former Secretary of State is under federal investigation, according to reports. She was reportedly consulting for a marijuana company while her office was conducting an audit on cannabis industry issues.

Connecticut lawmakers sent Gov. Ned Lamont’s (D) bill would ban synthetic THC, create an Office of the Cannabis Ombudsman, and update the Social Equity Council’s determination of areas that are disproportionately affected by the war on drugs.

A senator from Ohio argued that the medical cannabis industry opposes a bill filed by him because it would upset their “monopoly on cultivation licenses”.

The Minnesota representative, who sponsored the now-enacted bill legalizing marijuana, spoke of the long road it took to pass it.

Federal judge dismissed a lawsuit that challenged Hawaii’s ban on the sale of Delta-8 or Delta-10 THC-based products.

Virginia regulators have published guidelines on the enforcement of hemp-based products.

Colorado regulators have published a roadmap on banking access for the cannabis industry.

The California Cannabis Advisory Committee meets on Thursday.

According to a study, “cannabis is not associated with in-hospital mortality and morbidity.” It also found that the group that tested positive for cannabis had a “slightly lower incidence of [pulmonary embolism].”

According to a review, “results confirm narrative reports of an afterglow psychedelic phenomenon that could potentially benefit perceptions of oneself, others and the environment.”
