Minnesota Indian Tribe launches first marijuana sales in the state as legalization takes effect

The First Legal Sale of Recreational Marijuana in Minnesota took place on Tuesday on the Red Lake Reservation to a Tribal Employee before a crowd of journalists and tribal officials.

Charles Goodwin is a member of the Red Lake Band and an employee of the tribal dispensary. He selected Nudder Budder, and Caramel Creme, two of the 12 cannabis strains that the tribe grows in the rural area of northern Minnesota.

Goodwin said, “It is an honor to be first recreational customer.” Goodwin was also first customer in February when the tribe’s dispensary opened for medicinal use, NativeCare.

More than 100 people lined up outside the dispensary to buy marijuana on the first legal day for adult use in Minnesota.

WRLN is the new radio station of the tribe. It played hip-hop in the parking area and a nearby food truck gave out free munchies, including hot dogs, cookies, and water, to customers and passersby.

John Webster arrived three hours before the scheduled time to be first in line. He had driven from the eastern part of North Dakota, and was a first-time visitor to Red Lake Reservation. He said that he had looked at the online menu but still wasn’t sure what to buy.

Webster stated that “we’ll be getting a variety and hopefully there will soon be more dispensaries nearer home.”

NativeCare in Red Lake is the only legal recreational marijuana dispensary operating in Minnesota. State officials have not yet established a licensing program. This gives tribes a head start of at least one year in securing a piece of the $1.5 billion marijuana industry.

Sam Strong, Red Lake Tribal secretary, said: “We are proud to be first.” “We are excited to welcome people onto our reservation.”

NativeCare charges $60 for premium strains like “Super F’n Gassy” and “Hella Jelly,” while $50 is charged for standard strains like “Pineapple Chunk,” “Glue,” or “Pineapple Chunk.” Customers can only pay cash, and they are limited to buying up to 2 ounces of marijuana at one time. This is the maximum amount that people may have in their vehicles.

Red Lake’s tribe voted last month for recreational marijuana to be legalized, in accordance with state law. However, this does not apply to Red Lake. Red Lake doesn’t have to charge marijuana the same 10 percent tax as other dispensaries.

The tribe is one of the poorest in Minnesota. Tribal leaders believe that recreational marijuana will bring economic benefits to the tribe. Casinos on the reservation, which is located 250 miles north-northwest of Minneapolis and has a prohibition on alcohol, are less profitable because they are in a remote area.

Strong said Red Lake plans on opening two more dispensaries within the next few months, both in Thief river Falls and Warroad where the tribe also has casinos.

Tribal leaders refused to disclose how much revenue they expected to generate, but they said that they employed about two dozen employees in their grow operation and dispensary.

The reservation will benefit greatly from this project, said Jerry Loud. He is the executive director of Oshkiimaajitahdah which oversees the tribe’s programs for economic and social wellbeing, including NativeCare.

Loud, who cited Vireo and LeafLine as two Minnesota non-tribal cannabis growers, said: “We went directly from seed to sale within less than two years. We are right up there with them.”

On the reservation, it is illegal to smoke marijuana in public. However, people can consume it in designated smoking rooms in the hotel. Strong also said that they ask visitors to obey other laws. One of these is a law prohibiting non-members from using backroads in the reservation, or fishing, boating, or swimming on Red Lake.

The White Earth Nation also has a grow operation. It plans to open two dispensaries in Mahnomen before the end the year. Other tribes have not announced plans to sell marijuana for recreational use.

Tribes can also run dispensaries outside reservation land. These will be regulated by compacts that are negotiated with Gov. Tim Walz (D).
