California Senate has approved a bill passed by the Assembly to legalize marijuana cafes. This will allow cannabis retailers to sell food and beverages as well as have on-site consumption. The bill now returns to the Senate to be ratified by recent amendments, before it is potentially sent to Governor. Gavin Newsom (D).

The first meeting of a New Hampshire commission tasked with creating legislation to legalize the sale of marijuana through a state-run system of stores was held. Members elected leaders and discussed specific policy issues.

Michigan lawmakers have passed a resolution that calls on the U.S. Congress and Department of Veterans Affairs, to prioritize non-technology treatment options — including psychedelics — in order to help veterans and servicemembers find a “new normal” while coping with the invisible injuries of war.

Maryland Cannabis Administration has announced that it will accept applications on November 13, for the first new licenses for marijuana growers, processors and dispensaries in the state. These licenses are reserved exclusively for social-equity businesses.

New Jersey Cannabis Regulatory Commission will start accepting applications on September 27 for licenses to operate as a marijuana distributor, wholesaler or delivery service.

Margo Wilkinson and Amy Rubenstein from Dentons argue that the inaction of federal and state officials allows a hop-latent virus to spread quickly across cannabis plants. This “poses a serious and continuing threat” for farmers.

Virginia officials have been sued in federal court for their state law restricting hemp products to a total THC of only 0.3 percent, which is allegedly more restrictive than federal limits that limit delta-9 THC to 0.3 percentage.

Massachusetts legislators and legislative staff were treated to a presentation by psychedelic reform activists.

A federal judge in Arkansas blocked regulators from enforcing the ban on delta-8-THC products.

U.S. Virgin Islands regulators have released draft marijuana regulations.

Michigan regulators have posted new bulletins regarding marijuana businesses, intellectual property rights, insurance requirements, and other issues.

Rhode Island regulators have moved to revoke the license of a marijuana cultivator over allegations that he failed to reveal his owner and had significant amounts of cannabis unregistered.

Minnesota’s Psychedelic Medicine Task Force members spoke about psychedelic therapy.

Tuesday, the New York Cannabis Control Board meets.

New York City Administration for Children’s Services has agreed to pay $75,000 in settlement of a lawsuit brought by a woman who had her son taken away because she had legally smoked marijuana just hours before giving birth. Separately the city’s Public Advocate raised concerns over delays in cannabis business licenses.

Portland City Council in Oregon has voted to prohibit public drug use.

On Thursday, the Philadelphia City Council will vote on a proposal to ban the use of safe consumption sites to consume illegal drugs.

Andres Manuel Lopez Obrador, the Mexican president, said that the U.S. drug policy is “very misguided”, citing the National Basketball Association’s recent decision to remove cannabis from its list of banned substances.

A German legislator tweeted that the “cannabis consumption ban in public places” of the government’s marijuana legalization bill would also apply to #Medizinalcannabis. Over-regulation and discrimination will worsen the situation for patients who are dependent on medicinal marijuana. This must not happen!”

The mayors of British Columbia in Canada have called on the federal government to limit drug use in public parks.

SCIENCE AND HEALTH

The study found that tropical CBD had anti-inflammatory properties that were comparable to or better than tropical diclofenac.

The study concluded that there was “no difference in attitudes between nurses who practice in states where cannabis is legal and those in which it is illegal,” nor were “significant differences found in attitudes in six areas of nursing practice.” It also concluded that “nursing attitude was largely positive towards patient cannabis use.”
