California Gov. Gavin Newsom, a Democrat, vetoed the bill that would have legalized psychedelics. He is now calling on legislators to pass new legislation in next session allowing regulated access to substances such as psilocybin under “therapeutic guidelines.” Newsom also says he’ll “consider a future framework for possible broader decriminalization.”

The Biden administration is being urged by lawmakers and marijuana reform advocates to take more action on marijuana reform in light of the one-year anniversary Friday of President Obama’s pardoning of mass cannabis and ordering a federal review of scheduling.

The Department of Justice defended federal law that prohibits medical marijuana patients from owning firearms in oral arguments before U.S. Court of Appeals, Eleventh Circuit.

Ohio’s marijuana campaign has launched a new advertisement about the measure that will be on the ballot for November 7. Early voting is set to start this week. Attorney General Dave Yost took an unusual step by releasing a report on the initiative. His office is not required do so.

  • The campaign also sent cease and Desist letters to TV stations who are airing opposing ads which they claim are “filled” with lies about the legalization initiative.

The Pennsylvania House of Representatives–over objections from GOP lawmakers–passed a bill to decouple state tax policy from the federal 280E provision, thereby allowing medical marijuana companies to deduct business expenses in their state filings.

Michigan lawmakers sent Gov. Gretchen Whitmer’s (D) two bills would allow licensed marijuana businesses to conduct business with tribal cannabis entities, and funnel a portion back to the tribes of sales made on Indian land.

Kentucky Gov. Andy Beshear (D) has issued an executive order to create a Medical Cannabis Workgroup. This group will provide recommendations for the implementation of a law that he signed. State also launched a website which provides updates about the program.

The New Hampshire commission had a heated meeting to discuss its mission of drafting a bill that would legalize marijuana by creating a state-run system of stores. Discussions focused on the potential impact adult-use cannabis could have on medical cannabis users.

Federal

The Food and Drug Administration has published draft guidelines on developing treatments for stimulant-use disorders.

Sen. Jacky Rosen, D-NV tweeted: “Our bipartisan legislation to allow legal cannabis businesses in NV access to banking and insurance services is a step closer to becoming a law.” I will continue to fight for outdated federal policies which put the businesses of our state at a disadvantage.

Four new co-sponsors have been added to the 82 total for the House marijuana banking legislation.

New Jersey Gov. Phil Murphy (D), tweeted a video of a marijuana businessman, saying that “Tahir’s @SimplyPureTNJ company was one the first Black-owned businesses to receive a cannabis retail license in NJ.” Tahir, who was arrested before for cannabis possession and now runs his own business, epitomizes resilience and hard work.

Wisconsin’s Senate Minority Leader tweeted a picture of her visiting a CBD store.

A New York Judge issued an order that allowed some marijuana dispensaries open despite an ongoing injunction.

Missouri courts are considering a lawsuit challenging county marijuana taxes.

Alaska regulators have proposed changes to the rules governing marijuana packaging, seeds and clones.

In a proposed rule change, Colorado regulators eliminated the requirement that marijuana plants be tracked by RFID tags.

Georgia regulators have begun accepting applications from pharmacies who want to distribute medical marijuana.

California Department of Motor Vehicles has launched a study to determine the effects of marijuana on driving.

On Monday, the Guam Cannabis Control Board meets.

Maryland regulators are hosting the first of a series on marijuana social equity technical assistance business events, Monday.
