A Missouri House Committee has unanimously approved legislation to legalize medical use of psilocybin for veterans, and fund research exploring the therapeutic potential.
The House Veterans Committee approved the bill from Rep. Aaron McMullen on Tuesday. It was amended to match a Senate version that passed through a committee in that chamber a week ago.
The Senate’s version of the bill, which was recently amended and received a hearing in a committee last month , would allow veterans diagnosed with PTSD or substance abuse disorders who are over 21 to access psilocybin that has been laboratory tested.
Participants would have to be involved in, or seek to participate in, a psychedelic study to qualify for legal protection under the law.
Patients are required to give the Department of Mental Health of their state information on their diagnosis, who will administer the psilocybin as well as other details about the location and time of treatment sessions.
Psilocybin was only allowed to be used for a maximum period of one year. The amount of psychedelics that could be used during this treatment is limited to 150 milligrams. However, patients who qualify could also be approved to continue the treatment over subsequent periods of one year.
All regulators, physicians and officials of state agencies would be protected from any legal consequences relating to activities made lawful by the legislation.
legislation also calls on DMH to fund research into psilocybin’s therapeutic potential.
This measure expands the Right to Try law to include people who are suffering from severe debilitating or life-threatening conditions, as well as those who have terminal illnesses. The measure would remove language that prohibited the use of Schedule I substances, a first step towards potentially opening access to other substances like additional psychedelics.
It also states that “a higher education institution in this state, or contract research organisations conducting trials approved by United States Food and Drug Administration” can conduct psilocybin-related research.
This legislation is based on , a separate House Bill that was advanced to the floor last year. However, it wasn’t ultimately passed.
In this session, a growing number of state legislatures are working on psychedelic reform legislation with an emphasis on research and therapeutic accessibility.

The Connecticut Joint Judiciary Committee has filed a bill that would decriminalize psilocybin.
A senator from Illinois introduced a bill to legalize and regulate access to psilocybin at service centers within the state, where adults can use the psychedelic under supervision. The program will eventually include mescaline and ibogaine.
Alaska House and Senate Committees are examining legislation that would create a taskforce to examine how to license, and regulate, psychedelic assisted therapy . This is in anticipation of a federal legalization at some point of substances such as MDMA and Psilocybin.
Hawaii lawmakers are also advancing a bill that would provide some legal protections for patients who engage in psilocybin assisted therapy after a doctor’s approval.
New York legislators also stated that a bill that would legalize psilocybin assisted therapy in the state had a “real shot” at passing this year.
A Republican-led Indiana House committee last week approved a bill that funds clinical research trials on psilocybin, which has already been cleared by the Senate.
Recently, bipartisan California legislators introduced a bill that would legalize psychedelic services centers, where adults aged 21 and over could have access to psilocybin MDMA mescaline DMT and other psychedelics in a supervised environment , with trained facilitators.
In January, a joint Nevada legislative committee heard expert testimony and public testimony about the therapeutic potential for substances such as psilocybin. In January, law enforcement officials also expressed their concerns about legalization. However, there was a notable acknowledgment that reforms could be implemented including rescheduling.
