Oregon Approves the Nation’s first Psilocybin Facilitator Licences to Administer Psychedelics

Oregon regulators announced Tuesday that the first licensed psilocybin providers in the country have been approved to administer the psychedelic drug to adults within regulated facilities.

The Oregon Health Authority has approved three facilitators, David Naftalin (DHA), Alexander Polvi (OHA) and Jeannette Small to provide psilocybin-related health services in accordance with the law passed by voters in 2020.

Angie Allbee, the section manager of Oregon Psilocybin Services’ (OPS) Oregon Psilocybin Services Section, said in a recent press release: “We would like to congratulate those first facilitators who have been licensed in Oregon.” As you begin to provide non-directive services, we want to thank you for the dedication and commitment to safety of clients. We are moving closer to opening service centres.

OHA approved the first-ever license for a psilocybin producer last week, and has since issued a second license to supply the psychedelics to service centers.

The historic initiative mandated that regulators begin issuing licenses by January 2, 2023 for the manufacture, testing and administration of psilocybin. OPS stated it “anticipates granting licenses to laboratory and service center applicants in the next months.”

OHA has approved 60 psilocybin workers permits to date. As of Tuesday, 302 worker license and permit applications have been sent to state.

The implementation of psilocybin in Oregon is not without its hiccups.

The question of local access is a big one, since more than 100 cities in the state have implemented two-year bans that prohibit the establishment of service centers within their jurisdictions.

The Netherlands-based Synthesis institute, which invested heavily to create a program of training for facilitators who will administer psilocybin in the future centers, recently revealed it had run out of funds.

Similarly, the rulemaking process was also contentious at times. Some advocates are concerned that the regulators seem to be prioritizing the management of the psilocybin service program by for-profit corporations over indigenous and community-based groups.

The Oregon Psilocybin Advisory Board is also promoting research on the therapeutic potentials of the psychedelic. The board approved the formation of a research group in 2021 to provide a comprehensive overview of the history, science and culture of Psilocybin.

Colorado voters approved a ballot measure to legalize many psychedelics, including psilocybin.

The 15-member Natural Medicine Advisory Board , which will help regulators implement the law, was given initial approval by Colorado senators last month.

These developments coincide with a wave of legislative efforts to change state laws that govern psychedelic drugs.

After final approval by the Senate, Washington State’s bill to promote psilocybin research and create a program to allow therapeutic access to psychedelics for mental health treatment will be heading to the Governor’s desk.

Last week, a Nevada Senate Committee approved a revised version of a bill that would establish a new group to study psychedelics as well as develop a plan for regulated access to therapeutic purposes.

Last week, the Hawaii Senate passed a bill to establish an advisory council that would examine possible regulations to provide access to federal “breakthrough therapies” such as psilocybin or MDMA.

Minnesota lawmakers have attached , a bill that creates a task force to prepare the state for a possible legalization of psychedelics to a large-scale health legislation that may reach the House floor in the near future.

A Republican Massachusetts legislator filed three new reform bills for psychedelics, including proposals to legalize substances such as psilocybin or reschedule MDMA while waiting for federal approval and setting a price limit on therapeutic access.

These are only a few of the reforms being considered by legislators in the United States this session.

Based on statistical modelling of policy trends, an analysis published last year in the American Medical Association journal concluded that most states will legalize psychedelics before 2037.

A national survey published last month revealed that a majority of U.S. citizens support the legalization of psychedelic therapy, and are in favor decriminalizing substances such as psilocybin or MDMA.
